the draft sent to him last winter by Mr. Wu Ting-fang into the hands of a British mining engineer of high standing named Broad for his careful consideration. Afte Mr. Broad had submitted his proposals, his Excellency appointed other representatives, both Chinese and foreign, to examine and amend them, and their detailed repon now awaited. His Excellency calculates that their work of producing a revised draft will be completed in about a month. As soon as this is ready his Excellency wit incorporate it in a Memorial to be referred to the consideration of the Boards of Foreign Affairs and Commerce, so that every care may be shown in this important matter.
